安芸灘諸島連絡架橋（あきなだしょとうれんらくかきょう）は、本州側の広島県呉市とその南東に位置する安芸灘諸島の島々を結ぶ、8つの橋梁（総延長：約 5,300 m）の総称である。愛称の「安芸灘とびしま海道」と呼ばれることが多い。

7号橋の岡村大橋は、小規模な橋ながら広島県と愛媛県の県境をまたいでいる。

概要[編集]

広島県呉市の本州側から、安芸灘諸島のうち、5つの有人島と2つの無人島を結ぶルートを8本の橋で瀬戸内海を渡るルートである^[1]。本州側から、8橋で唯一の有料道路となる安芸灘大橋（1号橋）で下蒲刈島へ渡る。続いて、上蒲刈島へは蒲刈大橋（2号橋）、豊島へは豊島大橋（3号橋）、大崎下島へは豊浜大橋（4号橋）と有人島に渡っていく。さらに、農耕地がある無人島の平羅島へは平羅橋（5号橋）、同じく無人島の中ノ島へは中の瀬戸大橋（6号橋）で海を渡り、最後に岡村島へ岡村大橋（7号橋）で渡る^[1]。

総延長：約 5,300 m（8つの橋梁の総延長）
区間：本州 - 下蒲刈島 - 上蒲刈島 - 豊島 - 大崎下島 - 平羅島 - 中ノ島 - 岡村島 - （以下未成）大崎上島
- 下蒲刈島から中ノ島までは広島県呉市、岡村島は愛媛県今治市、大崎上島は広島県豊田郡大崎上島町に属する。

現在8号橋（名称未定）を除き、1号から7号までの7本の橋で供用されており、有料の安芸灘大橋を除いて、他の橋は無料で通行できる^[2]。8号橋は計画段階であり事業化されていない。岡村島から先の交通路は、小大下島、大下島、大三島、四国の今治市と船で連絡する^[1]。また、岡村島から4本の橋により小大下島、大下島、柏島を経由して大三島へ繋ぎ、西瀬戸自動車道（瀬戸内しまなみ海道）に接続する構想が存在する。

各橋梁の形式は、吊り橋や斜張橋、トラス橋というように、それぞれが異なっている^[1]。

愛称[編集]

2008年 8月28日、公募により1号橋（安芸灘大橋）から7号橋（岡村大橋）の区間愛称が「安芸灘とびしま海道」に決定した。また、「しまなみ海道」をもじって「裏しまなみ海道」と呼ばれることもある。また、5号橋から7号橋までを含む大崎下島から岡村島へと至る区間には「安芸灘オレンジライン」の愛称がある。

『安芸灘とびしま海道』は、全国から寄せられた3118件の愛称決定応募作品の中から選ばれた物であり、「瀬戸内海に浮かぶ島々は、あたかも庭園をわたる飛石（とびいし）のようで、安芸灘へと通じる海の道…」をイメージして名付けられたとされている^[3]。

地理[編集]

瀬戸内海の西に位置する安芸灘の島々を結ぶ。しまなみ海道と比較すると橋も小さく、観光地としてはマイナーではあるが、下蒲刈島の朝鮮通信使関連の建物の復元や、上蒲刈島のビーチ・宿泊施設・温泉・B&G・天文台等を有するリゾート施設(県民の浜蒲刈）、大崎下島の御手洗地区などに「風待ち港」として賑わいを見せていた当時の面影を残す町並みがある^[2]。

安芸灘諸島連絡架橋とは・・・

広島県呉市川尻町と、その南東に位置する安芸灘諸島を8つの橋梁で結ぶ計画です。
　安芸灘諸島は、温暖で風光明媚な自然環境に恵まれており、柑橘類の生産や漁業が盛んに行われており、県民の浜など観光スポットも点在しています。
　広島県では当地域の交通体系の整備を通じて、産業の振興、医療、教育及び文化などの生活環境の整備を進め、島しょ部住民の利便性の向上と定住基盤の整備を図るため、安芸灘諸島連絡架橋（1～8号橋）の建設を進めています。
　また、当地域は、広島県の呉地方拠点都市地域・景観指定地域に指定されており、瀬戸内海特有の豊かな多島美を生かした観光開発の促進にも力を入れています。

1号から7号橋の供用による整備効果は・・・

橋での通行は天候の影響を受けにくく24時間利用できるため、通勤通学や買い物・レジャーなどが大変便利になります。
急病人がでた場合でも、時間にかかわらず本土の大きな病院に行けるので、島の人々の暮らしが安心で便利になります。
島しょ部では農業（みかん）や漁業が盛んです。架橋により、出荷が安定し輸送時間の短縮による鮮度の確保が可能となり、産地イメージの向上に結びつきます。
人々の行き来する機会が今までよりもずっと増えるので、地域の活性化や観光産業の振興にも大きく役立ちます。
隣の島や本土にも気軽に行け、人々のつながりがいっそう深まります。このため、地域の文化や経済交流などが活発になり、社会生活の充実や拡がりに大きな期待がよせられます。

海の日を含む3連休は会場がお客様でいっぱいでした。久しぶりに美術館は賑わっています。
小倉敏江氏の展示されている作品を紹介します。

【作品紹介】

〇小倉敏江　心象

この作品は、美術館入口に近い最初のコーナーに立っています。小倉氏の作品はほとんど赤系統のオブジェ。この作品だけ「黒」なんです。柔らかいゆっくりと感じるフォルムに螺鈿と漆で線文。タイトルが「心象」。柔らかい静かなそれでいて強い意志を表明してるように感じます。

この作品は、躍動感にあふれる曲線の組み合わせでできています。色は小倉氏得意の「朱」です。曲線の面の組み合わせが素敵です。

この作品を通じて、当館と小倉敏江氏は繋がりました。縁を感じる作品です。私がこの作品に出合ったのが、日本現代工芸美術展の巡回展。
作品のフォルムと色に衝撃を受けました。作者の小倉氏がアトリエを香川県に構えられてるのを知り、またびっくり。「灯台元暗し」、佐々木達郎氏を通じて連絡をしたのが始まりです。

ニューデリー：モンスーンは、中心的で、北西のインドを横切って進む低圧のシステムのため土曜日からアクティブなフェーズに入り、次の4日から5日まで、土曜日に警告されるインド気象局（IMD）の間、広範囲に及んでいて、領域のため重い雨をもたらす。

モンスーンは9月について衰え始めて、通常9月17日から引っ込みはじめる。

しかし、会う部門の拡張された範囲予測により、たぶんそこが、9月30日のまわりまで、国〈北西のインドを含む〉の上の広範囲に及んだ雨である必要があることが示される。

普通、約6つの不況が雨期のコースを通って組み立てるけれども、この時、最初のモンスーン不況は次の24時間から48時間までだけにおいて組み立てそうである。

「しかし、普通、アクティブなスペルが共通の時には、7月と8月は、主要なモンスーン月である。私達は、モンスーン不足が減り、季節の終わりまでに正常なカテゴリーに落ち着くことも示した。」は OP Sreejith、頭、気候監視と予測グループ、IMDで言った。

「8月の間のそれらのより長い西ムーブメントの気候学と不在に比べてのより少ない低圧のシステムの構成は、すべてのインドだけでなく中心的なインドの大きな不足の降雨に寄与していた」と、IMDは金曜日にステートメントにおいて言った。

これまでに、モンスーン不足は国中いたるところの7%である。

8月は、通常それがするより24%少ない降雨を受け取ったけれども、9月は、これまでに、会った部門から、16.4%余分雨、示されたデータを見た。

否定的インド洋双極子熱帯のインド洋の上では、8月にわたって、－－西のインド洋がより冷たく東のものおよびモンスーンに不都合であることについてのthan なる現象－－－－が広がり、不足の降雨に寄与していた。

西欧太平洋により少ない台風もあり、従って、それらの残余の西の動きの不在が、ベンガル湾にあった。これは、ベンガル湾の上で組み立てているより少ない低圧のシステムをもたらした。

「けれども現在の西太平洋が非常にアクティブである。中心的および東赤道太平洋の上の海の表面温度は、始まるまたより冷たい標示弱いラニーニャである。またこれがよい雨と関連すること、追加されたSreejith。

2,794 CLEAR TEST FOR ADMISSIONS TO NEW SCHOOLS OF SPECIALISED EXCELLENCE

New Delhi : The Delhi government on Saturday said that 2,794 students have cleared the entrance test for admissions to the upcoming Schools of Specialised Excellence (SoSE) and added that admissions will begin from Monday.

Announcing the entrance results on Saturday, officials said the number of selected students will rise further as auditions for students who applied for selection in the Performing and Visual Arts schools is underway. Students can check their results on the education department website’s SoSE section.

“Close to two-thirds of the selected students are from government and government-aided schools while the rest are from recognised private schools,” the office of deputy chief minister Manish Sisodia said in a statement. “Around 26,687 registrations were made for the four types of SoSEs... Around 14,245 students took the tests...” htc

EIGHT ACCUSED OF ARSON IN RIOTS CASE DISCHARGED

New Delhi : A Delhi court has discharged eight people accused of causing arson during the February 2020 riots, noting that there is no CCTV footage to support the claim and that no complainant has identified them.

Discharging the accused, the judge said IPC section 436 (mischief by fire or explosive substance) can’t be invoked merely on the basis of statements given by police constables as the 12 complainants had stated nothing in this regard. “A fine-tooth-comb analysis of written complaints reveals that none of the complainants has identified the accused persons to be part of the riotous mob...,” said additional sessions judge Vinod Yadav in an order on September 10. pti

US drone bombs may have hit aid workers: Report

Washington : A video analysis shows the United States may have mistakenly targeted an aid worker rather than Islamic State fighters in its final strike in Afghanistan which killed 10 civilians, The NYT said Friday.

While the Pentagon has said it disrupted an attack planned by the extremist group through a drone strike on August 29, the newspaper, after analysing security camera footage, has said the US military may have been seeing Kabul resident Ezmarai Ahmadi and a colleague loading canisters of water, and picking up a laptop for his boss.

Ahmadi was an electrical engineer for a California-based aid and lobbying group.

His brother, Aimal Ahmadi, earlier told AFP the strike killed 10 civilians including his daughter, nephews, nieces and Ezmarai, who was driving the car that was struck after he parked. afp

Gandhinagar/New Delhi : Gujarat chief minister Vijay Rupani resigned from the post on Saturday, an announcement that came a little over a year before the assembly elections in the state that is ruled by the Bharatiya Janata Party (BJP).

While it was not immediately clear what led to the move, with Saturday’s sudden change of the guard, Gujarat joined a list of states where the central BJP brass opted to change the leadership ahead of assembly elections. After Karnataka, where chief minister BS Yeddiyurappa was replaced by Basavaraj Bommai ahead of the 2023 elections, and Uttarakhand, where the incumbent Trivendra Singh Rawat was first replaced by Tirath Singh and later by Pushkar Dhami, Gujarat CM Vijay Rupani on Saturday announced his resignation. Both Gujarat and Uttarakhand will pick new assemblies in 2022.

BJP’s general secretary (organisation) BL Santosh and Gujarat state unit incharge Bhupender Yadav met party functionaries soon after Rupani announced his resignation. Rupani and state cabinet colleagues met the governor and submitted their resignations.

Rupani, who tendered his resignation to Governor Acharya Devvrat in the afternoon, told reporters: “I am a loyal soldier of the BJP and have resigned of my own accord; nobody asked me to do so. I will work for the party organisation or whatever role the party leadership assigns me.” Amid speculation of infighting, he denied he had any differences with state BJP president CR Paatil.

Asked about the reason for his resignation, Rupani said: “In BJP, it is like a relay race for party workers. One gives the baton to the other.” A person aware of the matter said Rupani’s successor will be discussed at a legislature party meeting likely to be held on Sunday.

Among the names that are likely to be considered for the next CM is Lakshadweep and Daman and Diu administrator Praful Patel. The others are state general secretary Gordhan Jhadaphia, a Patidar leader, and Union health minister Mansukh Mandaviya, said a senior BJP functionary, asking not to be named.

Among the reasons cited by party leaders, who asked not to be named, for the 65-year-old’s exit were his response to the Covid-19 pandemic and his caste. The Jain CM’s performance in facing the challenges posed by the pandemic and failure to build cohesive political support for the BJP which still faces challenges from the Patidars, a community with immense political heft that can swing electoral outcomes, were stated as key determinants in the decision, according to the leaders.

A change of face a little over a year ahead of the elections is expected to blunt anti-incumbency in the state. The term of the 182-member assembly ends in February 2023.

A senior party leader based in Delhi said the change should not be attributed to Rupani’s performance but is part of the BJP’s policy of fostering newer leadership. “The BJP believes in leadership development process whereby newer people are given a chance to be in charge. In Gujarat that is what has happened… it’s a generational change. New leaders will take over the charge with enthusiasm,” said the functionary.

However, there is a section of party leaders that said the resignation is an indication that the central command is not inclined to go to the polls with incumbent leaders in states where the public perception is not in their favour.

“Even though the chief minister carried forward the development agenda that was set by Prime Minister Modi when he was the chief minister of the state, there were many issues that could be attributed for this change. The first and foremost being the state’s response to the Covid challenge,” said second leader. He went on to add: “…Since he also did not meet the criterion that was arrived at after doing the electoral calculations the party decided that he should to replaced and a new person given the charge till the election.”

The central leadership that included Santhosh and Yadav held a series of meetings with the state party leaders in the past few months to get an insight into the public sentiment against the CM.

In April this year, the high court of Gujarat took a serious view of the state’s preparedness for the pandemic and said the manner in which the government had dealt with the challenge was “not satisfactory and not transparent”. There was an uproar over the lack of oxygen supply in hospitals; beds were also in short supply.

Rupani, a non-Patidar leader, replaced Anandiben Patel in 2016 in the aftermath of the agitation by the politically powerful Patidar community that was rallying for being brought under the ambit of reservation. He was sworn in for a second term after the party won the 2017 assembly elections even though there were reservations among state leaders on his elevation.

The party has been concerned over the state unit leaders losing hold over the electorate. In 2017 when the party returned to power it won just 99 of the 182 seats, down from the previous election’s 115.

Later, the Aam Aadmi Party’s performance in the Surat municipal corporation rang the alarm bells again. The party has officially dismissed the AAP’s emergence in the state, but it is aware of the simmering discontent among the Patidars over the delay in taking back cases that were filed against those booked in the 2015 agitation, said a third leader.

Political commentator Ghanshaym Shah said there was pressure from party cadres and the Patidar community to change the chief minister. “The party cadres had relayed to the central leadership the need to have the Patidars on their side, so the change can be attributed to this pressure,” he said.

Karnal : Protesting farmers called off their stir in Karnal on Saturday after the Haryana government ordered a judicial probe into last month’s police lathicharge on demonstrators and agreed to send the IAS officer who purportedly told personnel to “break the heads” of agitators on leave, government officials and farm leaders said.

On August 28, 10 people were injured when Haryana Police lathicharged a group of protesting farmers who were trying to head to the venue of a state BJP meeting in Karnal.

“A judicial inquiry of the incident (lathi-charge) at the Bastara toll plaza on August 28 will be conducted by a retired high court judge and the judge will submit the report in one month. During the investigation, IAS officer Ayush Sinha will remain on leave,” said additional chief secretary to Haryana government Devender Singh. He said government jobs will be given to two family members of the farmer who died during the lathicharge. P9

OUTRAGE AT DEATH OF WOMAN RAPED, BRUTALISED WITH ROD IN MUMBAI

Mumbai : A 32-year-old woman who was raped and brutalised with an iron rod in Mumbai died at a hospital early on Saturday, police said.

According to officials, the police control room received a phone call at 3.20am on Friday, informing them about an injured couple in the city’s Sakinaka area. On reaching the spot, the police found a woman, who was bleeding profusely, inside a parked tempo.

“The police officers rushed her to the Rajawadi Hospital,” Mumbai police commissioner Hemant Nagrale said. Police arrested a 45-year-old pavement dweller in connection with the crime on Friday, officials said.

Calling the incident, a “blot on humanity”, Maharashtra chief minister Uddhav Thackeray said: “The trial in the case will be held on a fast track and the victim will get justice.”

Leader of Opposition in the state Devendra Fadnavis demanded capital punishment for the guilty and questioned the state government over an “increase in crimes against women”. P5

New Delhi : All newly appointed liquor retailers in Delhi’s recently carved out 32 excise zones will have to start operations from November 17, the Delhi government said in an order on Friday. The move will mark the exit of the Delhi government from the retail business of liquor under the new excise policy in the national capital.

“...The Government of NCT of Delhi has approved the new Excise Policy 2021-22, which is being implemented and the new retail licenses are scheduled to start from November 17, 2021,” the said. New Delhi : Chief Justice of India NV Ramana on Saturday said that the 1975 verdict of justice Jagmohanlal Sinha of the Allahabad high court disqualifying then prime minister Indira Gandhi on charges of electoral malpractices was a judgment of “great courage” that “shook” the nation.

Justice Ramana also rued the lack of facilities that cripples access to justice in the country, saying that the judicial infrastructure has been “neglected” since India got Independence from the British rule in 1947.

“We neglected and failed to focus on providing good infrastructure for courts in India after the British left,” the CJI said in Uttar Pradesh. P3

KOZHIKODE CRASH PROBE SAYS SAFETY S.O.P. NOT ADOPTED

New Delhi : The final probe report on the Air India Express crash that took place in Kozhikode in 2020 and killed 21 has said that the probable cause of the accident was non-adherence to the standard operating procedure by the pilots of the aircraft.

The report, released by the Aircraft Accident Investigation Bureau (AAIB), also noted that the role of systemic failures as a contributory factor could not be overlooked.

“The probable cause of the accident was the non-adherence to SOP by the PF (Pilot Flying), wherein, he continued an unstabilised approach and landed beyond the touchdown zone...,” the report noted. P7

New Delhi : Traffic slowed to a crawl, several commuters were stranded on the roads, power lines were shut, at least seven houses were damaged, and a wall at a Metro station collapsed, as the national capital struggled to deal with an intense spell of rain yet again on Saturday.

In what was a rerun of most of the city’s rainy days during the monsoon this year, a sharp three-hour spell of rain spared few parts of the Capital, leaving homes, shops, marketplaces, and commuters to deal with the aftermath of the shower over the rest of the day.

Delhi traffic police said that Saturday’s rain resulted in several arterial stretches getting inundated, and underpasses were hit hardest, with many shut throughout the day, exacerbating snarls throughout the city.

The police said underpasses at Azadpur, Dwarka Link Road, Rani Khera and Pul Prahladpur were closed for traffic and vehicles diverted.

“Most of the rain was in the morning, but its impact was seen on the roads through the day. Many roads and underpasses had to be barricaded and diversions put in place till the water levels in many areas came to safe levels,” said a senior traffic police official.

Moti Bagh crossing, Malviya Nagar, Dwarka Link Road, Dhaula Kuan, Sardar Patel Marg, Uttam Nagar intersection, GT Karnal Road, Mukarba Chowk, Pragati Maidan and Hauz Khas (Outer Ring Road), were among the stretches worst affected on Saturday, said police officers.

Senior fire department officials on Saturday said that the control room received three calls reporting people trapped in vehicles that were stuck on waterlogged roads or underpasses.

The department rescued at least 59 people, trapped in four separate vehicles, officials said.

Delhi Fire Services (DFS) chief Atul Garg said that around 11.30am, a private bus, carrying 40 passengers, was stuck in the waterlogged Palam Flyover underpass. Passengers were later rescued by two fire tenders and DFS teams.

A tempo and a truck were also trapped at Mundka underpass.

At least seven house collapses were reported from Jama Masjid, Chandni Chowk, Sadar Bazar, Nabi Karim, Burari, Rohini and Mayur Vihar Phase 3 said the fire chief.

South Delhi Municipal Corporation (SDMC) officials said that a majority of the complaints received on Saturday were from individuals and resident groups reporting water inside their houses or in complexes.

“Of the 35 complaints of waterlogging we received till Saturday afternoon, 27 were regarding individual houses or residential societies getting flooded,” a senior SDMC official said.

In many areas, residents said the power supply was shut off for several hours, till water was pumped out of the complexes.

Discom teams were on high alert to take care of exigencies due to the rain, and even put preventive shutdowns in place in a few areas, officials said. These included parts of Hastsal, Aya Nagar, Uttam Nagar, Bijwasan, Johri Farm, Mahaveer Nagar, Seelampur, Chandi Mahal, Model Town, Vijay Nagar, Mukherjee Nagar, Azadpur Mandi and Peeragarh.

Resident groups said the city’s situation during sharp spells of rain highlighted the apathy of the city’s civic agencies.

“IIT-Delhi submitted its final report on the city’s Drainage Master Plan in 2018. Why has the implementation process not started even after three years? This could have saved the residents from these regular waterlogging woes,” said BS Vohra, president of Federation of East Delhi RWAs.

The rain also led to a portion of a wall at Dwarka Metro station on the Blue Line collapsing.

“The said Metro gate was closed and regular passenger movement resumed from other gates. No one was hurt,” a senior Delhi Metro official said.

State Public Works Department officials said the roads were blocked due to the rainfall, but efforts were made to pump out the water as soon as possible. However, they said this took longer than usual due to the continuous rainfall.

Delhi government spokespersons did not respond to requests for comment.

Experts stressed that with the climate crisis causing increased episodes of intense rain spells, the city’s authorities need to redraw their plans to tackle flash floods and urban flooding.

“Understandably, when it rains over 100mm in a matter of two or three hours, there will be instances of urban flooding. These are impacts of climate change and these episodes will only increase in the future, so we need to prepare,” said Mahesh Palawat, vice-president (meteorology and climate change), Skymet Weather Services.

Freak weather: ‘Extreme’ rainfall events are the big worry, data shows

New Delhi : According to the Regional Meteorological Center, New Delhi, the Capital’s Safdarjung station recorded 94.7mm rainfall in the 24 hours up to 8:30am on September 11. To put this in perspective, this is 8.6% of the total rainfall of 1,100mm received by the city-state till Saturday morning.

The gridded dataset of the India Meteorological Department shows the rain in Delhi at 672mm till Friday morning; the corresponding figure for Safdarjung is 1,005.3mm.

The 672mm is, in absolute terms, the 20th highest rainfall in the Capital in the past 120 years in the June 1-September 10 period.

Of this 672mm, 391.1mm or 58.2% was classified “heavy” or “extreme” rainfall. This share is the fifth highest since 1901. The other four years are 1912, 1933, 1975, and 1978. In other words, Delhi has seen the most patchily intense monsoon rains in 43 years in 2021. P2

WITHDRAWAL OF MONSOON SET TO GET DELAYED

New Delhi : The monsoon has entered an active phase from Saturday because of a low-pressure system that will travel across central and northwest India, bringing the region widespread and heavy rain over the next four to five days, the India Meteorological Department (IMD) warned on Saturday.

The monsoon starts waning in September and usually begins withdrawing from September 17.

“We have communicated in our extended range forecast that monsoon withdrawal will be delayed,” said OP Sreejith, head, climate monitoring and prediction group, IMD. P2

Arrival area of Airport’s T3 floods, 100+ flights delayed

New Delhi : The intense rain on Saturday left Delhi’s Indira Gandhi International Airport in complete disarray, flooding the arrival area in Terminal 3 as well as the apron (where aircraft are parked), even as over 100 flights were delayed and five diverted.

Videos from the airport recorded by fliers did the rounds on social media throughout the day, as officials said rainwater leaked into Terminal 3 from at least four spots on the roof.

Officials of the Delhi International Airport Limited (DIAL) — the airport operator — attributed the waterlogging inside the terminal to “a steep gradient” between Terminal 3 and NH-48 adjoining it.

Jai, a flyer at the airport who goes by a single name, said his morning flight to Mumbai was delayed by two hours due to the weather.

“I booked an early morning flight so that I could attend a meeting in the afternoon, but the delay disrupted my day completely,” he said.

Of the five flights that were diverted, four landed in Jaipur and the other landed in Ahmedabad, said airport officials.

Three IndiGo flights —to Lucknow, Indore and Hyderabad — were also cancelled.

A DIAL spokesperson said, “Delhi has been witnessing record-breaking rain since last evening. This morning [Saturday], due to sudden extremely intense downpour, the forecourt of Terminal 3 of Delhi Airport saw some waterlogging, which was cleared within a few minutes.”

“Due to a steep gradient, the entire area between NH-48 and Terminal 3 acts as a catchment and drains water towards the terminal. This water is eventually carried by the city’s underground drainage system from Terminal 3 to Najafgarh drain,” said the official.

The airport’s forecourt flooded in October 2019 as well after an intense spell of rain.

Spokespersons, however, maintained that no passengers missed their flight due to the waterlogged forecourt.

Officials, who asked not to be named, said the drainage system from T3 to Najafgarh drain needs to be widened. “Several discussions in this matter have already taken place. We hope it will be widened soon,” the official added.

The roads leading to the airport and the Aerocity area were severely waterlogged too. An underpass leading to the airport was heavily waterlogged too, leading the traffic police to divert the traffic from there.

New liquor outlets to start from November 17: Order

New Delhi : All newly appointed liquor retailers in Delhi’s recently carved out 32 excise zones will start operations from November 17, the Delhi state government said in an order issued on Friday night.

“...The Government of NCT of Delhi has approved the new Excise Policy 2021-22, which is being implemented and the new retail licenses are scheduled to start from November 17, 2021,” stated an order issued by the state excise department.

The move will mark the exit of the Delhi government from the retail liquor business under the new excise policy in the Capital.

By appointing new retail licensees, the Delhi government is trying to pave the way for a range of reforms to boost the city’s revenue, to crack down on the liquor mafia and improve user experience under the new excise policy.

The state excise department on June 10 had extended the validity of all existing retail licences — including L6, L6FG, L6FE/L-14 (beer license) — till September 30. The excise order on Friday has now extended its validity till November 16. However, country liquor vends will operate till March 31, 2022, until the new country liquor policy is framed.

After Friday’s order, all government liquor vends will operate only till November 16 -- one day prior to the scheduled date of commencement of business for new licenses (L-7Z).

The opening of the new retail outlets will, however, be subject to payment of the proportionate license fee. As of now, Delhi government agencies run nearly 60% of the total 850 retail liquor shops in the city.

A senior excise official said the appointed licensees have been asked to build their liquor vends, adding that a complete turnaround of customer experience will take some time as they will need time to find land space and construct stores.

Work for betterment of society, not for individual posts: Kejriwal

New Delhi : Aam Aadmi Party (AAP) national convener and Delhi chief minister Arvind Kejriwal on Saturday urged party workers to work for the betterment of society without aspiring for any posts, as the party reconstituted its national executive to elect 34 members through online voting.

The national executive now includes new faces like Col (retired) Ajay Kothiyal, AAP’s CM face for the Uttarakhand elections; Venzy Viegas of AAP’s Goa unit; Prithvi Reddy, AAP’s Karnataka president, in addition to current members like Kejriwal; deputy chief minister Manish Sisodia; Delhi cabinet ministers except Kailash Gahlot; and MLAs Raghav Chadha and Atishi. AAP is focusing on poll-bound Punjab, Goa, Uttarakhand, Uttar Pradesh and Gujarat as part of its plan for national expansion.

Addressing party workers during AAP’s 10th national council meeting, Kejriwal said the AAP has come to change the politics of “power through money and money through power”.

“I want to make it clear to everyone, when you join AAP, do not come here with the expectation of getting any position or getting a ticket for the elections. We have to work for the society and the country with complete dedication and honesty. We all have to work in our own areas to the best of our abilities. In this party, you should only be at peace when you are satisfied with your work, not because you reach some position,” CM said.

Kejriwal further said, “Shahid-e-azam Bhagat Singh and Baba Saheb Ambedkar are two supreme ideals of our party. Each of our volunteers should be ready to make sacrifices like them.”
